VoIP means "Voice over Internet Protocol", that is, technologies that imitate everyday telephone calls using the Internet to transmit the "call". usually, VoIP systems allow users to "dial" phones

A significant advantage of VoIP calls is that normal international calls can be made using local rates, by bridging the call to the country in question across the internet.

Some VoIP systems use ordinary phones, while others, like Skype, are best known for desktop and mobile usage.
