The terms of reference sound rather as though they're from the point of view of the industry. There is also an economics from the point of view of individuals ('hobbyists'): the huge opportunity cost caused by individuals correcting the same data over and over, retranscribing records again and again, and trying to piece things together in isolation. It's an opportunity cost in two ways: the sheer amount of time spent in needless duplication, and the loss of the opportunity for improving the data itself. How many times does the same piece of census data get corrected on ancestry, and on freecen, and in a regional genealogy group, and it's never all tied together? Marinheiro 22:15, 7 June 2011 (UTC)
