ROCUs and GAIN
Regional Organised Crime Units (ROCUs) and The Government Agency Intelligence Network (GAIN)
Regional Organised Crime Units
Ten Regional Organised Crime Units (ROCUs) have been established to deliver an increased response to tackling the threat of organised crime across England and Wales and provide a specialist cover policing capability to law enforcement. The mission of each unit is simple, to tackle organised crime groups causing the greatest level of harm to communities.
Regional Organised Crime Units bring together a number of specialised teams and functions under the one structure:
Regional Investigation Unit Regional Asset Recovery Unit Regional Intelligence Unit Regional Protected Persons Unit Regional Technical Surveillance Unit Regional Cyber capability Operational Security Government Agency Intelligence Network Regional Fraud Unit Regional Prison Intelligence Regional Covert capability
ROCUs also benefit from embedded partners primarily from Her Majesty’s Revenue & Customs, UK Border Force and the National Crime Agency, who work with them to provide the vital link between forces and the National Crime Agency to effectively identify, disrupt and dismantle organised crime groups and highly motivated criminals impacting on the region.
Government Agency Intelligence Network
GAIN reports to the Home Office.
GAIN is the Government Agencies Intelligence Network. GAIN is a multi-agency group that brings together intelligence and investigation staff mainly, but not exclusively, from public sector enforcement agencies. GAIN solves problems by adopting a multi-agency approach and provides a mechanism at a regional level for different national, regional and local agencies to work together in a more formal relationship, exchanging information within legislative constraints, jointly participating in enforcement action, joint training and sharing resources designed to reduce the threat, risk and harm to communities associated to serious and organised crime.
GAIN has a full-time coordinator based within every ROCU which enhances each region’s ability to tackle serious and organised crime through the sharing of knowledge and appropriate use of a range of powers available to GAIN partners to disrupt criminal activity, identify and seize the proceeds of crime.[1]
