Career

James Clappinson was Parliamentary Private Secretary to the Rt. Hon Baroness Blatch, Minister of State at the Home Office from September 1994 until July 1995. In July 1995, he was appointed Parliamentary Under Secretary of State at the Department of the Environment. In June 1997 he was appointed Front Bench Spokesman for Home Affairs. In the June 1999 reshuffle, James Clappinson was appointed Front Bench Spokesman for Education and Employment. From September 2001 to July 2002, he served as Shadow Minister for Work. From July to November 2002, he was a Shadow Minister for the Treasury. In July 2007, he was appointed as a Shadow Minister for Work & Pensions. Following the 2010 general election, James Clappinson was appointed to the Home Affairs Select Committee and the European Scrutiny Committee.

Education

James Clappinson was educated at St Peter's School, York and the Queen's College, Oxford (Scholarship), Second Class Honours Degree in Philosophy, Politics and Economics.

Open Source Software

Signed Early Day Motion 179 Software in Schools 21 November 2006

That this House congratulates the Open University and other schools, colleges and universities for utilising free and open source software to deliver cost-effective educational benefit not just for their own institutions but also the wider community; and expresses concern that Becta and the Department for Education and Skills, through the use of outdated purchasing frameworks, are effectively denying schools the option of benefiting from both free and open source software and the value and experience small and medium ICT companies could bring to the schools market.
