Incopro (intelligent content protection) is a UK company that offers services to content rights holders such as monitoring networks for infringement.
It offers a service BlockWatch[1] which will monitor the IP addresses of sites subject to Website blocking orders and notifies the ISPs that IP addresses have been changed, or that the site is sharing an address with a site not subject to the order and thus IP blocking should not be used. The costs to right holders involved with keeping blocks up to date are estimated to be around £3600 per site per year.
